
MEMPHIS, TN. Wednesday, December 10, 2025 – Legacy Power Capital (LPC), a real estate investment firm, today announced plans to develop a “Neural Nexus” innovation district on two full city blocks in downtown Memphis, adjacent to FedExForum and Beale Street. The mixed-use development will feature dedicated sovereign cloud computing capabilities, offering companies like FedEx the opportunity to relocate cloud spending to Memphis and boost the local economy.
The Neural Nexus represents a transformative investment in Memphis’s Digital Delta vision, combining technology infrastructure with community reinvestment. Through the city’s innovative reinvestment policy, 25% of the district’s tax revenue will be allocated back into infrastructure improvements within a five-mile radius, supporting roads, schools, and parks in the heart of the city. LPC is actively collaborating with local business leaders and has already received overwhelming support from stakeholders throughout the community.

The University of Memphis and UT Health Science Center are already exploring how to leverage the sovereign cloud computing power included in the project to attract top researchers and accelerate use cases for local enterprise development.
